A Closer Look at your Tax Statement

The following is an explanation of each millage that comprises your 2011 summer tax statement. Please notice on your tax bill, your school district abbreviation immediately follows the tax description, i.e. SET PC means State Education Tax for Plymouth Canton Schools.
- RESA ISD: (Regional Educational Service Agency-Intermediate School District
- 3.4643) This line item is comprised of two parts: RESA operations and
County Voted Special Education. The operational portion is .0965 mills while
the County Voted is comprised of three special elections that occurred in 1977,
1988 and 2002 totaling 3.3678 mills. These are all permanent millage.
- WAYNE COUNTY: - (Wayne County) This millage represents all of the operating millage established through Wayne County's charter which took effect in 1981. You will still notice a WAYNE COUNTY millage line item on your 2011 winter tax statement. That is for extra voted millage of approximately one mill. This millage is distributed to Wayne County.
- JAIL: (Wayne County Jail - .9381) A 2002 election allowed Wayne County to
levy millage for Jail operations. The millage will expire in 2011.
- HCMA: (Huron Clinton Metropolitan Authority - .2146) A 1939 election
allowed the Metroparks to levy millage for capital development and
operations. This is a permanent millage.
- WC PARKS: (Wayne County Parks - .2459) A 2005 election renewed this
millage until 2010. These funds will improve and operate Hines Park, Elizabeth
Park, Chandler Park and Fort Wayne.
- TOWNSHIP: (Canton Township - 2.36600) This line item was approved in
1961 when the township became a charter township. According to the
Charter Township’s Act, the Township can levy this millage for general
Township purposes. A portion of this millage has been allocated to road and
intersection improvements. This is a permanent millage.
- POLICE: (Canton Township Police - 4.92600) This was approved in a special
election in 1977. It is to be used for police protection purposes and is a
permanent millage.
- FIRE: (Canton Township Fire - 3.10800) This was approved in a special
election in 1975. It is to be used for fire protection purposes and is a
permanent millage.
- LIBRARY: (Canton Public Library -1.5437) This is for operation of the Canton
Public Library. An election occurred in 1986 that allows the library to levy the
millage permanently.
- WCCC: (Wayne County Community College - 2.4769) This line item will
appear on tax statements for the Van Buren and Wayne-Westland school
districts only. It is for operations of the community college. Two elections
occurred in 1998 and 2001. The 1998 election is a permanent millage and the
2001 election expires in 2010.

- SET: (State Education Tax) The State Education Tax Act was one of several components of Proposal A of 1994 that changed the way in which elementary-secondary education is funded in Michigan. The State levies the state education tax statewide at a six-mill rate on all real and tangible personal property not otherwise exempt from the property tax. This millage is distributed to the county treasurer who then forwards it to the State of Michigan.
- SCH DEBT: (School Debt) Special elections are held to enable schools to levy millage for such things as school construction or renovation. This line item could be a combination of several elections your school district has had over the years. Please contact your school district for more detailed information on their debt millage. This millage is distributed directly to the school district.
- SCH OPER: (School Operating) This millage is another component of Proposal A of 1994. Under the proposal, a school district can levy 18 mills for school operating purposes. An exempt principal residence is not subject to the levy of school operating millage. For the majority of Canton taxpayers, this line item will be zero as your property is your principal residence and it is exempted from this tax. Businesses, rental properties and people owning multiple properties will pay the school operating millage. This millage is distributed directly to the school district.
- SCC: (Schoolcraft Community College) This millage is paid by the taxpayers within the Plymouth Canton School district only. The monies collected from this line item go towards the operations of Schoolcraft Community College. There have been elections in 1962, 1966 and 1986 which allow the college to levy the millage in perpetuity. This millage is distributed directly to Schoolcraft College.
